The Global Climate Change Alliance (GCCA) supports CILSS and ECOWAS countries to:
- Improve their capacity to analyse climate change and its consequences on agricultural systems;
- Propose strategies combining both adaptation to/mitigation of climate change, to increase agricultural production and access to the carbon market;
- Improve the integration of climate issues into national and regional development strategies;
- Strengthen capacity for climate negotiations.
This technical assistance is part of this GCCA support and covers all its themes, from support for climate negotiations to the implementation of mitigation projects on the ground, including support for the integration of climate issues into public policies.
Through training, workshops and analysis, four major services were provided:
- INDC/INDC: Preparation of a concept note on guidelines for the development of INDCs/INDCs; Recommendations for CILSS/ECOWAS countries; Co-facilitation of a regional exchange workshop on INDCs in the AFOLU sector; Introducing the Ex-ACT tool;
- COP21 - Negotiator coaching: Preparation and facilitation of two capacity building workshops for West African negotiators (Abidjan, May 2015 and Cotonou, September 2015);
- COP21 - Special Bulletin: Elaboration of a special bulletin for COP21 (state of play of negotiations, COP21 issues, negotiating positions of the CILSS/ECOWAS area, decryption of the agenda of the Conference);
- Integration of CCs into development policies: current state of integration; Recommendations for Benin, Burkina Faso, Chad, Côte d'Ivoire, Niger and Senegal.
Technical assistance to CILSS countries on climate issues (2015): Policy brief on guidelines and recommendations for the development of INDCs/INDCs; Support to West African negotiators before COP21; Preparation of a COP21 special bulletin; Integration of mitigation and adaptation issues into public policies.
