Context of the service

The Haitian Ministry of Public Works, Transport and Communications has obtained a loan from the Inter-American Development Bank (IDB) to finance the rehabilitation of Route Nationale 1 (RN1) between Gonaïves and Vaudreuil.
In this context, more than 3,000 people have to be displaced, which raises various problems. It is therefore necessary to conduct a comprehensive analysis of the process implemented on the 1st section of the RN1, between Gonaïves and Ennery, in order to assess with the various stakeholders, and in particular with the people affected by the project (PAP), the deviations from the initial Resettlement Action Plan (RAP) and the IDB's social and environmental performance standards, to provide operational recommendations.

Services provided

The expert supported the INSUCO team in the following tasks:
- Evaluation of the implementation of the RAP on section 1 of the RN1, between Gonaïves and Ennery, with a view to reducing
identified gaps and improve implementation on the other sections;
- Analysis of the situation on section 3 of the RN1, between Plaisance and Camp Coq, and identification of the main problems and solutions to be implemented to avoid or resolve them quickly;
- Technical assistance for the implementation of RAPs on sections 3 and 4.
