Context of the service
The objectives of the service were to draw up an overview of the sources of financing related to the environment (climate, biodiversity, deforestation, etc.) likely to abound the FIE and to assess the feasibility and conditions of access of the FIE to these international funds.
Preliminary bibliographic research has made it possible to clear the ground for existing international funding in Burkina Faso and the sub-region, compatible with the areas of intervention of the IEF.
Discussions in Ouagadougou made it possible to complete the identification of potential international funding (amounts, themes, timetable), current or planned initiatives in environmental financing and the intentions of the donors present regarding the IEF.
Services provided
Recommendations were made:
- Transparency in the management of funding must be a priority, as it is one of the essential criteria for donor analysis;
- The FIE could apply for accreditation as an operational/implementing entity of certain funds (Green Climate Fund in the first place);
- Burkina Faso has strategies on deforestation and adaptation, and the FIE could develop its activities on these issues;
- The FIE should now seek traditional donors to fill the short-term gap between its needs and resources, then lobby the new climate funds to secure its medium- and long-term financing;
- Carbon markets are evolving and could be of interest to Burkina Faso if international negotiations, project rules and project developers' capacities are propitious.
