Brazil supports the DRC in Monitoring, Reporting and Verification (MRV) for REDD+, by supporting the Terracongo platform in the DRC. To support such South-South cooperation initiatives, the Brazilian Government has provided the Amazon Fund with a window dedicated to such initiatives.
Specifically, the DRC and Brazil signed a Memorandum of Understanding in September 2013 with the objective of "promoting cooperation between the parties in the field of environment, nature conservation, climate change and sustainable use of forest resources".
In this context, this study commissioned by EFI aimed to identify concrete opportunities for knowledge exchange and transfer between the two countries in the fields of REDD+.
Three short missions were organized in the DRC (2) and Brazil (1) to conduct the following analyses: Identification of the most relevant South-South cooperation themes for the DRC; Evaluation of the initiatives implemented in Brazil on the identified themes; Analysis of the replicability of initiatives in the context of the DRC and formulation of priority projects.
At the end of this study, four concept notes of priority projects were formulated in the following areas:
- Support for the implementation of the National Forest Monitoring System;
- Cooperation on land tenure security for local communities;
- Cooperation in the field of spatial planning;
- Roadmap on REDD+ benefit sharing and complaint resolution.
Support for the setting up of a Brazil-DRC bilateral cooperation on REDD+: Identification of relevant themes for both countries; Development of four concept notes of priority projects (forest monitoring, securing land tenure for local communities, spatial planning, REDD+ benefit sharing and complaint resolution).
