Through the Adapt'Action facility, AFD supports the adaptation of Dominican agriculture to climate change (CC), with two complementary objectives:
1 - Assess the vulnerability to CC of six agricultural value chains, then identify the two most vulnerable and strategic sectors to develop adaptation plans;
2 - Assess the state of agro-meteorological services and strengthen them to provide useful information for adaptation to CC, by developing a roadmap and an investment plan for their development by the National Meteorological Office (ONAMET).
The support was implemented by the SalvaTerra-EGIS-Meteodyn-IRD consortium, under the leadership of SalvaTerra, and in partnership with the Dominican consultancies REDDOM and Guakía Ambiente. It was overseen by the National Council for Climate Change (CNCC) and the Ministries of Agriculture, Environment, Economy and Planning.
The services provided were as follows:
1/ Assess the vulnerability of agricultural value chains to CC and develop adaptation plans:
- Characterization of the six value chains (rice, sweet banana, plantain, beans, coffee and cocoa) in six regions;
- Preliminary CC vulnerability study of these six streams;
- Participatory multi-criteria analysis and selection of two priority sectors;
- Detailed study of the socio-economic impacts of CCs on these two sectors;
- Identification and selection of adaptation measures to CC (climate-smart agriculture) in these two sectors;
- Participatory development of an adaptation action plan and an investment plan for each of the two sectors.
2/ Assess the state of agro-meteorological services and strengthen them:
- Assessment of the situation of agro-meteorological services and review of good practices at the regional level;
- Identification of the needs of current and potential beneficiaries of these services;
- Assessment of the quality of agro-meteorological forecasts and their impact on agricultural practices;
- Development of a roadmap and an investment plan for their development by ONAMET.
