Context of the service

At the 16th Climate Conference in Cancun (2010), it was decided to prepare medium- and long-term National Adaptation Plans (NAPs) for developing countries.
In order to support the preparation of these NAPs, FAO wished to revise the National Adaptation Plans of Action (NAPAs) prepared in the 2000s by the least developed countries (LDCs) and identifying priority adaptation measures.
The review of these NAPAs should focus on Sub-Saharan Africa as a priority, as this region is among the most affected by climate change and the most vulnerable to food insecurity (IPCC, 2007; HLPE, 2012).
The meta-analysis was intended to draw lessons in terms of adaptation challenges and needs in the region that are relevant to the preparation of NAPs.

Services provided

An overall analysis was first conducted: Strengths and weaknesses in terms of natural resource management in the 18 LDCs; Key facts and figures specific to the crop, livestock, forestry and fisheries sub-sectors; Projected impacts of climate change in these subsectors; NAPA financing.
Then, an in-depth analysis of adaptation actions was carried out, on the following categories: Cross-cutting actions (observation of changes, capacity building, etc.); Food security (early warning systems, food stocks, etc.); Energy (energy efficiency, energy reforestation, etc.); Water (hydro-agricultural developments, agroecology, etc.); Protection of coastlines (early warning systems, reforestation, etc.); Fisheries (sustainable management of fisheries and natural resources); Livestock (promotion of fodder, genetic improvement, etc.); Forests (sustainable forest management, fire control, etc.); Crops (agroforestry, sustainable soil management, etc.).
