Context of the service
Fairtrade Finland (FT-FIN) implemented a Development Cooperation Programme in two consecutive phases, 2014-2017 and 2018-2021. This programme includes 12 projects planned, implemented and monitored by two regional networks of producers: Coordinadora Latinoamericana y del Caribe de Pequeños Productores y Trabajadores de Comercio Justo (CLAC) and Fairtrade Africa (FTA).
The aim of the final evaluation is to review the Programme's strategy and theory of change, and to assess its relevance, coherence, effectiveness, efficiency, impact and sustainability (following the OECD/DAC evaluation principles), based on the information provided in the final reports and in the project evaluations carried out by the two regional networks.
In addition, the evaluation should assess the communication and advocacy component, and the general management processes of the Programme mainly undertaken in Finland.

- Preparation of the evaluation matrix and an initial scoping report;
- Document review: final implementation reports and evaluation reports of the 12 projects;
- Interviews with the FT-FIN teams and the two regional networks, CLAC and FTA;
- Assessment according to the OECD/DAC criteria: relevance, coherence, effectiveness, efficiency, impact and sustainability of the Programme;
- Drafting of an evaluation report, including recommendations for a next phase.
