The current state of forests in Chad is poorly known, with estimates of area ranging from simple (5.1 Mha) to quadruple (20.1 Mha) and estimates of annual deforestation rates again ranging from simple (0.6%) to quadruple (2.5%).
Protecting these forests should be a priority: 85% of Chad's territory is classified as semi-arid to hyper-arid and this aridity is expected to worsen rapidly with falling rainfall and rising temperatures.
In this sense, Chad prepared its REDD+ Preparedness Proposal (R-PP) in 2014. However, in the absence of a recent national forest inventory and the ability to quantify and spatialize the pressure factors on forests, the R-PP remains very general in its analyses. Moreover, since 2014, there has been very little progress on the implementation of REDD+ in Chad.
Taking into account the international recommendations on REDD+ safeguards (including the Decisions taken at COP16 in Cancun) and the discussions held at a 1st workshop on the subject in June 2016, it was possible to:
- Analyze existing and relevant policies and regulations (forestry, agriculture, environment, energy, land, rights of women and marginalized populations, etc.) for the implementation of REDD+ in Chad;
- Analyze the social and environmental risks and benefits of Chad's REDD+ orientations;
- Propose a clarification of the seven Cancun REDD+ safeguards in the context of Chad;
- Assess the capacity of institutions to enforce these safeguards;
- Evaluate existing national arrangements to build a Safeguards Information System (SIS).
Implementation of REDD+ safeguards (Cancun REDD+ Safeguards) in Chad: Analysis of relevant policies and regulations (forestry, agriculture, environment, energy, land, rights of women and marginalized populations, etc.); Analysis of the social and environmental risks and benefits of REDD+ guidelines; Clarification of the seven Cancun REDD+ safeguards in the context of Chad; Assessment of capacities to enforce and monitor these safeguards.
