Feasibility study for the Sustainable Management of Resources and Territory Project Comoros

Context of the service

Between 2014 and 2023, AFD financed a project to support the development of the Mohéli National Park (PNM). Between 2020 and 2022, AFD financed - via its Adapt'Action programme - the development of the Territorial Development Plan for the Island of Mohéli (SAT). These projects have produced encouraging results that need to be consolidated and scaled up.

The European Union (EU) is also strongly involved in the Comoros and supports the Emerging Comoros Plan (2020-2030), which includes three priority areas, including one entitled "Green and Blue Deal (PVB)".

In this context, AFD, the EU, the Ministry of Agriculture, Fisheries, Environment, Tourism and Handicrafts (MAPETA) and the Ministry of Land Management, Urban Planning in charge of Land Affairs and Land Transport (MATUFTT) of the Comoros, have initiated discussions to study the feasibility of a new Project entitled "Support for the Sustainable Management of Resources and Territorial development of the Comoros (AGDRT)".

Services provided

The SalvaTerra – SUEZ Consulting consortium has been recruited to conduct the feasibility study of the AGDRT Project. The consortium mobilised a team of nine key experts to cover all relevant themes of the Project. A field mission to the Comoros took place between 2 and 23 July 2023. Numerous national and local stakeholders were met.

The consortium has drawn up a feasibility study document for a €20 million project with three specific objectives:

- OS1. Strengthen the PNM and identify sustainable sources of financing to contribute sustainably to the conservation of biodiversity and the development of local communities;

- OS2. Contribute to the operationalization of the Mohéli SAT through a technical and institutional coordination, integrated management of vulnerable watersheds and the construction of a new market in Fomboni;

-OS. Contribute to concerted planning for the territorial development of Grande Comore and Anjouan, through the participatory development of SATs and capacity building.

Summary of the service

Feasibility study of the Support Project for the Sustainable Management of Resources and Territorial development of the Comoros (AGDRT). Multi-thematic diagnosis (environment, agriculture, fisheries, planning, governance, climate, gender, etc.), consultations and technical, organizational and budgetary formulation of the project. C1. Support for the Mohéli National Park; C2: Operationalization of the Mohéli Territorial Development Plan (SAT) and watershed approach; C3: Development of SATs in Grande Comore and Anjouan.
