Review of global REDD+ financing Monde, France

Context of the service

At the end of 2009, the France committed in Copenhagen to €247 million in REDD+ over the period 2010-2012. This funding had three objectives: (i) Make the Congo Basin the world leader on REDD+ (continue to promote sustainable forest management), (ii) Develop the French presence in the other two forest basins (export French know-how in terms of forest management and satellite imagery), (iii) Strengthen the governance and transparency of the REDD+ mechanism. For the latter objective, the France organized a ministerial meeting in Paris on REDD+ in March 2010. The 54 countries present agreed on the idea of a REDD+ secretariat. At the end of March 2010, the three facilitators of the secretariat (Australia, Papua New Guinea and France) met to start a survey on REDD+ financing.
Indeed, a multitude of REDD+ financing and actions were emerging at the time in a poorly coordinated way. The survey was intended to report on the reality of this financing and actions for the Cancún Climate Conference, at the end of 2011, in order to ensure the credibility of the REDD+ dynamic: synthesis of ongoing REDD+ financing (promises, disbursements, effective implementation) for all categories of donors (national, multilateral, bilateral and NGOs), with presentation of the themes and geographical areas targeted, but also collection of estimates of the financing needs of the countries of the South.

Services provided

- Collect first-hand information from the 70 beneficiary countries and donors. This required identifying key persons by country or donor and a lot of cross-referencing information so that quality information is ultimately available,
- Collect information on REDD+ projects via Verified Carbon Standard (VCS, Climate, Community and Biodiversity Standard - CCBS, Social Carbon, Plan Vivo) or voluntary carbon exchanges (Chicago Climate Exchange - CCX, Australian GHG Initiative, American Carbon Registry - ACR),
- Cross-check information on REDD+ projects with databases: World Bank Biocarbon Fund, Forest Carbon Portal, Carbon Catalog, etc. as well as studies (CIFOR, Meridian Institute, Woods Hole Research Centre, Winrock, etc.),
- Triangulate these data and process them (including eliminating double counting, which is common with multilateral donors). The treatment was done at the quantitative level, but also qualitatively: modalities of intervention of donors, standards and associated procedures, governance structures, strategic orientation of funds, thematic and geographical gaps, etc.
A baseline diagnosis of REDD+ financing was disseminated at the Oslo meeting in May 2010. The database was later taken over by REDD+ Partnership, which was still in its infancy at the time.
