Support for the development of the Ivorian REDD+ roadmap Côte d’Ivoire

Context of the service

The Ivorian Ministry of Environment and Sustainable Development (MEDD) has requested support to:
- Assess capacity building needs for REDD+, and make a first upgrade of MEDD agents;
- Assess available data on forest carbon stocks and changes in these stocks and identify gaps and needs for stock monitoring;
- Describe and analyse the different causes of deforestation and forest degradation and develop a list of activities eligible for REDD+;
- Develop a REDD+ roadmap, based on the REDD+ Readiness Preparation Proposal (R-PP) model jointly with the Forest Carbon Partnership Facility (FCPF) and United Nations collaborative programme on REDD (UN-REDD).

Services provided

Services have gone much further than originally provided for in the original terms of reference. Indeed, on the one hand, the capacities of stakeholders in the Ivorian REDD+ process have been strengthened on REDD+ and, on the other hand, a complete roadmap has been developed, after analysis of more than 6,000 pages of bibliography and numerous meetings with various stakeholders.
This roadmap includes: (i) Analysis of pressure factors on forests (including the unsustainability of the "extractive" growth model based on cash crops), (ii) Development of a national REDD+ strategy, (iii) Formulation of priority REDD+ activities and projects, (iv) Taking into account social and environmental safeguards, (v) Establishment of a GHG emission baseline taking into account national circumstances, (vi) design of a Measurement, Reporting and Verification (MRV) framework for REDD+.
